First Publication of the National Association for the Education of African American Children with Learning Disabilities

As reauthorization of the Individuals with Disabilities Education Act looms, it is important that all families, teachers, and school officials be aware of how this federal special education law affects children with learning disabilities, particularly African American children with disabilities. The disproportionate representation of African American children in special education is one of the issues currently being considered in the reauthorization of the federal special education law.

CHADD (Children and Adults with Attention-Deficit/Hyperactivity Disorder) encourages parents to obtain "One Child at a Time . . . A Parent Handbook and Resource Directory for African American Families with Children Who Learn Differently," the first publication of the National Association for the Education of African American Children with Learning Disabilities (NAEAACLD).

According to research from The Civil Rights Project at Harvard University, minority students are improperly and disproportionately placed in special education classes despite an increase in civil rights protections and special education services over the past 25 years. The handbook provides a guide for parents to assist their children to reach their fullest potential by exercising their rights and accessing services to which they are entitled by law. It also aims to empower African American parents to become advocates for their children and to improve the quality of education for all children by raising the level of awareness about learning differences.
