Comments Push Change in Home Care Cuts

There will
likely be cuts in the Medicaid home care program, but they will
not likely be the straight 10 percent cuts the administration
originally proposed, Community Health officials and advocates
said Thursday.
With public comment pushing strongly against the department's
plan to cut into home care services, the department is exploring
other options, said spokesperson T.J. Bucholz. But he said there
will likely still be cuts.
"We're looking for an out-of-the-box solution for this problem,"
Mr. Bucholz said. "Out of 500 comments, not one of them is
positive (toward the administration plan)."
"We really think they'll be in a much different format," said
Ellen Sugrue Hyman of United Cerebral Palsy of Michigan, a part
of the Michigan Olmstead Coalition that has been fighting the
cuts.
Ms. Sugrue said the members of the coalition are working to come
up with more palatable proposals to cut the amounts the state
needs to shave from the Medicaid long-term care budget.
"What we'd really like to see is a complete reform of the
long-term care system," she said, arguing that the current
system still gives preference to nursing homes. "That's going to
cost the state in the long run."
Mr. Bucholz said the department was continuing to collect
comment on the issue and would be developing new draft
recommendations October 26.
