Information on Public Input regarding the Proposed Targets for the State Performance Plan

The Michigan Department of Education has developed a six-year plan to implement the requirements and purposes of Part B of the IDEA 2004 by addressing the three Monitoring Priorities outlined in the law; Free Appropriate Public Education in the Least Restrictive Environment (FAPE in the LRE), Disproportionality, and General Supervision. Implementation of the Monitoring Priorities is measured through a set of twenty (20) indicators that are intended to measure elements of an effective special education system. Each indicator will have annual targets set for the next six
years.

The Office of Special Education and Early Intervention Services is soliciting input from stakeholders via a web based survey. Nine of the twenty indicators are compliance indicators that require 100% performance every year. Four indicators are new and require the collection of baseline data before establishing performance targets in 2007. Seven of the indicators require the development of measurable, rigorous targets for every year over the six year period. Public input is sought for those seven indicators before the submission of the plan on December 2, 2005.

The survey will be available on the Internet for public input at www.michigan.gov/ose-eis from October 12, 2005 through November 7, 2005. Public input will also be accepted via fax at (517) 373-7504 or surface mail at: Michigan Department of Education, Office of Special Education and Early Intervention Services, Quality Assurance Unit, P.O.
