MDE Request for Public Comment: Least Restrictive Environment (LRE) and Parental Involvement

This is a request for public comment on Michigan's proposed targets relative to services for students with disabilities in the Least Restrictive Environment (LRE). It is the first of four (4) requests on four different indicators that will be posted over the next six weeks.

Under the IDEA 2004, the Michigan Department of Education's Office of Special Education and Early Intervention Services (OSE/EIS) is required to submit to the U.S. Department of Education a State Performance Plan (SPP)/Annual Performance Report by February, 2007. The purpose of this plan is to establish Michigan's baseline performance on select monitoring priorities, and project a plan for how Michigan will achieve proposed performance targets established by the state through broad stakeholder input. The OSE/EIS must report to the U.S. Department of Education annually, the state's progress toward achieving the proposed targets. The APR serves as an accountability report regarding the state's compliance with the law, progress in meeting measurable and rigorous targets, and achieving results for children with disabilities. In accordance with IDEA 2004, there will be annual public reporting on local district performance results for this indicator relative to the state targets.

The OSE/EIS has reviewed state LRE data to determine Michigan's current baseline performance and has proposed rigorous targets for measuring future performance. The OSE/EIS seeks your input regarding the measurable and rigorous targets that should be set relative to Least Restrictive Environment.

Public Comment Regarding State Performance Plan Indicator 8: Parent Involvement

This is a request for public comment on Michigan’s proposed targets relative to Parent Involvement. It is the third of four (4) requests on four different indicators that will be posted over the next TWO weeks. All comments are confidential and will be summarized along with those received from all stakeholders who reply to this request. Please review the following information and provide your comments prior to January 22, 2007.


Under the IDEA 2004, the Michigan Department of Education’s Office of Special Education and Early Intervention Services (OSE/EIS) is required to submit to the U.S. Department of Education a State Performance Plan (SPP)/Annual Performance Report by February, 2007. The purpose of this plan is to establish Michigan’s baseline performance on select monitoring priorities, and project a plan for how Michigan will achieve proposed performance targets established by the state through broad stakeholder input. Indicator #8 is a new indicator that measures the percent of parents with a child receiving special education services who report that schools facilitated parent involvement as a means of improving services and results for children with disabilities.

The OSE/EIS has collected and analyzed state data to determine Michigan’s current baseline performance and has proposed measurable and rigorous targets for determining future performance.
