The Michigan Senate today unanimously passed four bills aimed at
curbing child abuse.
Sen. Roger KAHN (R-Saginaw) said the legislation was sparked by
the death of Nicholas BRAMAN, 9, who was killed in 2007 by his
father in a Montcalm County murder-suicide. Although the
Department of Human Services (DHS) had removed his siblings due
to child abuse, Nicholas remained with his dad.
Senators came up with SB 1418, SB 1419, SB 1420 and SB 1421 to
improve communication between Friend of the Court (FOC) and DHS
to prevent cases like Braman's.
SB 1418 requires DHS to tell the local FOC office of any
suspected child abuse case if the FOC has a case on the child.
SB 1419 requires the FOC office, after being notified by the DHS
of an investigation, to notify the DHS of any procedural
developments in its case.
SB 1420 includes FOC employees among those required to report
suspected child abuse. SB 1421 requires the DHS to develop a
checklist to be used in each investigation of suspected abuse
and neglect and prohibit an investigation from being closed
until the checklist had been completed and reviewed.
