What is the
Multi-Purpose Collaborative Body?
The Multi‑Purpose Collaborative Body (MPCB) is an inclusive planning and
implementation body of stakeholders at the county or multi‑county level.
The MPCB:

Articulates a shared vision and mission
to improve outcomes for children and families.

Recognizes that improved outcomes for
children and families are the responsibility of all of the human service
agencies and the entire community.

Recognizes that human service agencies
have a shared interest in risk factors and protective factors that
remediate outcomes for children and families.

Recognizes that a community needs a
balance of prevention, early intervention, and remedial services.

Shares risk, responsibility, resources
and accountability in carrying out its vision and mission.

Operates on the basis of mutual trust,
respect and consensus.

Makes decisions (within parameters
determined by the funding source) concerning the use of funds which are
made available by the state, the federal government or foundations for
collaborative efforts to improve outcomes for children and families.

Takes responsibility for local
direction and coordination of state, federal, and foundation‑sponsored
collaborative enterprises.

Assigns responsibilities to its
respective workgroups and initiatives for:
1) assessing neighborhood/community needs and strengths
2) developing plans to respond to needs and to utilize strengths
3) implementing plans
4) monitoring results

Makes programming and policy decisions
based on an analysis of the best available information and data about: 1)
the needs and assets of the community, and 2) approaches and interventions
which have been found to be effective in accomplishing desired outcomes.

Facilitates the development of
comprehensive cross‑systems arrangements through which agencies and the
community working together can better meet the needs of children and
families.

Fiscally manages each state-funded
collaborative initiative or project by appointing one of the public
agencies as fiduciary, to operate in accordance with decisions made by the
MPCB.
How are people/organizations selected to participate?
In June, 1995, the
Directors of human services departments sent a letter to communities
""requesting that each community designate a current or new multi-purpose
collaborative body." The letter goes on to say…"We fully support inclusive
collaboration and decision-making. We believe that effective collaborative
policymaking structures involve at a minimum: a) agency directors of the
department of social services [now FIA], community mental health, local
public health, intermediate school districts (ISD), area agency on aging
or senior volunteer agencies, b) consumers and family members, c) private
agency and community representatives, d) prosecutors, e) probate judges,
and f) service delivery area/private industry council representatives."
Each MPCB has determined their membership and how members are chosen. Some
of the MPCBs have a membership committee. The place that MPCBs have more
community members involved would be on their committees.
