A budget bill with cuts in the budgets for the Legislature and judiciary, but also with funding to lessen cuts to public universities, will be on its way to Governor John Engler. The provision has cleared the House and is expected to clear the Senate easily on Friday.

Lawmakers struck a House provision in the bill that would have tied the extra $11 million for the state's 15 public universities to a separate bill changing the way candidates for the three elected university governing boards are chosen. HB 5705 slashes $63.7 million. And $2.5 million that the House added for a to-be-built crime lab in Detroit was reduced to intent language.

The supplemental is part of the solution recommended by Governor John Engler and adopted by lawmakers to a $460 million budget problem.

The bill changing the way university boards are elected is dead because of a lack of votes, Mr. Johnson said. "Got my rear end kicked on that one," he said.
