House Bill No. 6231 was signed into law on Friday, October 15, 2004, as Public Act 399 of 2004. This law amends the Revised School Code to require the Michigan Educational Assessment Program (MEAP) to administer tests during the last 90 days of Grade 11. The previous law required schools to administer the tests during the last 30 days of Grade 11.

Public Act 399 makes it possible for the State to comply with the federal No Child Left Behind Act (NCLB) requirement to report adequate yearly progress (AYP) results before the beginning of the next school year. Adoption also preserves the funding that was at risk if the State did not meet this standard.

MEAP has identified the testing dates for this year that are consistent with the new state law and NCLB. Spring high school testing dates for the current academic year are broken into three cycles in order to give schools more flexibility for test administration. The testing dates are as follows:

MEAP Spring High School Testing Dates

Cycle 1 - March 21 to April 1, 2005
Cycle 2 - March 28 to April 8, 2005
Cycle 3 - April 4 to April 15, 2005

MI-Access Testing Dates

February 21 to March 31, 2005

Testing materials will be delivered two weeks before the beginning of the test cycle selected by the district. Districts that have difficulty testing in one of these cycles may request an exception to begin testing one week earlier. Approval may be granted with the understanding that testing materials will arrive two weeks prior to the published dates (above). All testing materials must be returned on time for scores to be reported and forwarded for preparation of the AYP reports.

These testing dates move the testing window approximately 30 days earlier in the school year. The new dates also avoid some of the historical conflicts with Advanced Placement and college entrance testing.
