Jennifer Granholm, despite concerns about the legislation, has
signed a bill supporters said is critical to bringing the state
into compliance with federal voting standards.
Without the bill (SB 432, PA 92), supporters including Secretary
of State Terri Land and other Republicans said the state would
have been out of compliance with federal requirements for
provisional ballots, the mechanism used by voters claiming to be
registered but who are unlisted in the poll book. It also
contains requirements on having a handicapper-accessible voting
booth for people with disabilities.
The bill also outlines how to handle an expedited recount in
presidential races where the differential between the first- and
second-place candidates is less than 25,000 votes. With federal
recognition that the state is in compliance, Michigan will
receive about $80 million to help all polling places move the
optical scan voting method.
Ms. Granholm and Democrats had said the bill should include
language allowing voters to obtain an absentee ballot for any
reason. Currently, voters can only vote absentee if they are
seniors, out of the state on Election Day or for a handful of
other reasons.
